10. PROCEDURES
Steelbands are required to observe the under-mentioned procedures as indicated, that will be adopted in respect of the commencement and conclusion of their performances at all competition venues, for the National Semi-Finals and Finals of the competitions, viz:
a) The entire orchestra next to perform must be in the ‘Holding Bay’ while the preceding is performing on stage. Bands which are not in the ‘Holding Bay’ will be penalized by the reduction of five (5) points from the total of what is awarded by the judges.
b) Stop playing on reaching the area of judging.
c) An Amber Light or Amber Flag will indicate that the steelband must commence playing its tune.
d) No steelband should commence playing in the areas of judging before receiving the signal from the Amber Light or Amber Flag to do so.
e) A Green Light or Green Flag will indicate that the steelband should proceed along the route away from the judging area.
f) Each Conventional steelband will perform for a maximum of ten (10) minutes before the panel of Judges. Single Pan steelbands will perform for a maximum of eight (8) minutes. Judging time will commence as from the start of the steelband's performance before the panel of Judges.
11. DISCIPLINE
(a) The Leaders and Officials of each competing band shall be held responsible for the behaviour, conduct and general deportment of their band's members and followers.
(b) The Leader and Officials of all competing Steelbands shall be held responsible for having their members and instruments of their Steelbands at the respective position as selected by ballot, not later than sixty (60) minutes before the Steelband is due to commence its performance.
(c) All Steelbands must appear in the order in which they draw by ballot, and any Steelband failing to observe this rule without good and sufficient reason satisfactory to Pan Trinbago, shall be fined and/or disqualified subject to the findings of Pan Trinbago, after investigations.
(d) If any band or bands should fail to appear in the position in which they were due to appear as selected by ballots (whatever the reason), the next Steelband in sequence as selected by ballot, must perform when instructed so to do by Pan Trinbago or by its duly authorized representative. Failure to comply with these instructions, shall result in the band fined the sum of one thousand dollars ($1,000.00), which will be deducted from the earnings of the band from the Panorama Competition.
(e) Any Steelband which willfully impedes another Steelband from appearing in the order in which it was due to appear, shall be fined the sum of two thousand dollars ($2,000.00). Said fine being in effect shall be deducted from said band's Panorama earnings.
(f) Any Steelband refusing to proceed to the judging area when requested to do so by authorized officials, shall be fined one point for every minute or part thereof that it refuses to proceed to the judging area.
(g) Any Steelband remaining within the area of judging and refusing to proceed offstage when requested to do so by authorized officials, shall be fined one point for every minute or part thereof that it refuses to proceed offstage.
(h) No unauthorized persons (followers, spectator, etc.) will be permitted in the area of judging. All Steelbands and their members, i.e. (players, pushers, officials) should be made easily identifiable.
(i) Each Steelband shall have on it Banner, prominently displayed, Name and Leader, Composer, Arranger and the title of the Calypso the Steelband is playing and the number of the position in which the Steelband is appearing as chosen by ballot.
(j) Before proceeding to render its Calypso of choice, each Steelband shall be checked by Panorama Management Committee officials, who will count the band and no band will be allowed to perform before such count has been completed. A band however, may designate two officials of its choice to verify such check as will be made by Panorama Management Committee officials.
(k) Should there be any conflict between the check made by Panorama Management Committee officials and the verifying check made by the officials of the competing Steelband, such dispute shall be immediately referred to an executive member of Pan Trinbago, whose decision in this regard shall be final.
(l) Any band found with more than the maximum or less than the minimum of players whilst performing before the judges, shall be automatically disqualified, and as a consequence, no benefits by way of Appearance Fees shall accrue to the said Steelband.
(m) Any member or official of a competing band, who willfully impedes the counting of the band by Pan Trinbago's officials, shall accrue to the particular band a fine of two thousand dollars ($2,000.00), which will be deducted from the band's Panorama earnings.
(n) Panorama Management Committee has no control over the playing of a band's Calypso of choice by the resident D.J. at the respective venues before the band's performances, except that the Panorama Management Committee has the authority to indicate a suitable cut-off point to accommodate commencement of a band's performance.
(o) A band must play in its position whether or not the D.J. plays the Calypso that the band is about to perform.
(p) Whenever a band is fined for being in breach of the Rules, the fine shall be deducted from the band's Panorama earnings. Notice of breach of Rules shall be given within three (3) days of receipt of notice of being fined. Hearing and determination of appeal shall be within three (3) days after notice of appeal.
