These Rules and Regulations are written in accordance with Article 7, Part B, clauses ‘12’ and ‘14’ of the Constitution of Pan Trinbago Inc.
2.1 Definitions and Interpretations – In this document, unless the context otherwise
specifies or requires:
a) “authorized person” means any member of the Panorama Management Committee, Central
Executive or any person so designated. Such person shall be clearly identified by
displaying his or her identification card or badge;
b) “competition” means the Panorama competition at any of its respective stages
and culminating in the National Finals for the competing steelbands;
c) “Conventional Steelband” means a steelband in which a pannist can play single
or multiple steel drum instruments;
d) “Single Pan Steelband” means a steelband in which a pannist can play single steel
drum instruments only;
e) “Panorama Management Committee” means the Committee established by the Central
Executive Committee of the organization to manage the competition;
f) “organization” means Pan Trinbago Inc. (1986);
g) “Panorama” means the annual steelband competition organized by Pan Trinbago Inc.
(1986) which commences in the weeks prior to Carnival and culminates in all the
Panorama Finals.
h) “panyard” means the place of abode of the steelband. The venue for the storage
of the steelpan instruments, rehearsals and other related social activities of the
steelband members;
i) “Rules” means the Rules and Regulations governing the conduct of the competition;
j) “Stage Side Players” means a core group of players in a band who performs throughout
the year;
k) “steelband” means a group of pannists playing instruments of the steel pan family
and supported by a rhythm section;
l) “Categories” means the different sizes and forms of steelband/steel orchestra
for the purposes of the ‘competition’;
m) “Pannist” means a player of steelpan instrument(s).

3.1 Panorama Management Committee - Panorama 2013 shall be managed by a Panorama Management Committee selected by the Central Executive in accordance with the Constitution of the organization;
3.2 Powers to Co-opt Persons – The Panorama Management Committee shall have the power to co-opt persons who may assist in performing any of the duties and responsibilities granted to the Committee;
3.3 Duties of the Panorama Management Committee - The duties of the Panorama
Management Committee shall be as follows:-
(a) to organize the various stages of the competition;
(b) to submit to the Central Executive Committee rules and regulations and any amendments
thereto which may govern the competition for ratification by the Central Executive
Committee;
(c) to apply and administer rules and regulations governing the competition as ratified
by the Central Executive Committee and;
(d) to submit a report in writing on the competition to the Central Executive Committee
within twenty one (21) days of the completion of the competition.
4.1 Requirement for Registration of steelbands – Each participating band shall
be required to register with Pan Trinbago by Friday July 13, 2012.
4.2 Requirement for Registration of players – Each participating band shall be required
to register with Pan Trinbago the names of all their members who would be performing
in the competition.
4.3 Deadline Date for Submission of List of Players – The deadline for submission
of list of players of the Single Pan and Conventional Steelbands shall be on the
day of the Preliminaries of the particular category.
4.4 (i) Registration Fee – The registration fee shall be the sum of twenty dollars
($20.00) per local player.
(ii) All Non-nationals of Trinidad and Tobago before performing at the National
Panorama with any steelband/steel orchestra, shall pay a due of
one hundred United States dollars ($100.00 US) to the association, for temporary
membership.

4.5 Entitlement of Registration:
(a) Only Performers/pannists who are registered with Pan Trinbago shall be authorised
to perform in the competition.
(b) Performers/pannists shall be authorised to perform with only one (1)
steelband in the competition.
4.6 Exemption from Registration Fee – Stage Side Players who have paid their membership
dues with the organization shall be exempt from payment of the registration fee.
4.7 Limitation on Number of Registrants:
(a) At the end of the preliminary performance, the Leader/Manager or authorised
official of the steelband shall verify the names on the list of performers/pannists
after which, Pan Trinbago shall not entertain any changes.
(b) Any steelband that fails and/or refuses and/or neglects to comply with these
Rules and Regulations shall be subject to disqualification.
5. QUALIFICATION FOR PARTICIPATION
5.1 Qualification for participation – Participation in the competition shall be
open only to those steelbands which fulfil the following criteria: -
(a) The steelband must be a fully paid up member of Pan Trinbago;
(b) The steelband must be a registered member of Pan Trinbago of at least two (2)
years’ standing prior to January 1st, 2013; except in the
situation where the General Membership decides otherwise.
(c) The steelband must establish to the satisfaction of the Regional Executive of
Pan Trinbago that it is ready for the competition in the category it chooses to
compete;
(d) Failure to compete in the preliminary stage of the competition will render the
steelband in contravention of the rules and the steelband shall be obligated to
return any funds forwarded for assistance in preparation for the competition to
Pan Trinbago on or before February 3, 2013.

5.2 Category of participants in the National Steelband Panorama:
I. There shall be four (4) categories of steelbands/steel orchestras for the purposes
of the National Steelband Panorama.
II. The categories of steelbands/steel orchestras shall be as follows:
a) Large Steelbands
b) Medium Steelbands c) Small Steelbands
d) Single Pan Steelbands
(a) Large Conventional Steelbands – Large Conventional Steelbands shall be permitted
to perform with one hundred and twenty (120) players maximum and a minimum of ninety-five
(95) players.
(b) Medium Conventional Steelbands - Medium bands shall be permitted to perform
with ninety (90) players maximum and a minimum of sixty-five (65) players.
(c) Small Conventional Steelbands - Small bands will be permitted to perform with
sixty (60) players maximum and a minimum of thirty- five (35) players.
(d) Single Pan Steelbands - Single pan bands shall be permitted to perform with
forty-five (45) players maximum and a minimum of twenty-five (25) players.
6.1 Music Selection – For the purposes of the competition, each participating
steelband may select and perform any calypso, as long as the same selection has
not been played by said steelband in a previous Panorama Competition.
6.2 Failure to Comply with Music Selection - Any steelband which selects a calypso
for the competition that fails to comply with clause 6.1 hereof shall be disqualified
from the competition.

7.1 Maximum Points for Adjudication – During each stage of the competition, every
steelband shall be marked on the basis of a maximum of 100 points.
7.2 Adjudication Criteria – Each steelband shall be awarded points for the following
categories:-
(a) Arrangement – a maximum of 40 points shall be awarded under this category
(b) General Performance - a maximum of 40 points shall be awarded under this category
(c) Tone - a maximum of 10 points shall be awarded under this category
(d) Rhythm - a maximum of 10 points shall be awarded under this category.
8.1 Arrangers – Arrangers shall be allowed to arrange for only one (1) steelband in each category.
9.1 Procedures for Judging Preliminary Rounds – The process of adjudication of
the
Preliminary stage of the competition shall be as follows: -
(a) There shall be three (3) panels of three (3) adjudicators and an alternate in
each panel to judge the Preliminary round of the National Panorama Competition in
the Small and Medium Conventional and Single Pan categories.
(b) The three (3) judges to be seated shall be selected by ballot immediately prior
to the start of the Preliminary stage of the competition.
(c) The fourth (4th) judge shall be appointed to serve as an alternate and shall
take the place of any of the three (3) seated judges who may be unable to function
for the entire stage of the competition for which they have been selected as a judge.
(d) In tallying the points earned by steelbands during the Preliminary stage of
the competition, the score to be awarded shall be the aggregate points of the three
(3) judges.
(e) The decision of the judges shall be final and binding and the Panorama
Management Committee shall not entertain any protest with regard to judging.

9.2 Procedures for Judging the National Semi-Finals rounds – The Semi-Final stages
of the Single Pan and Conventional Steelband competitions shall be adjudicated in
the manner hereinafter outlined: -
(a) There shall be a total of Six (6) judges for the Semi-Final stage of the
Single Pan and Conventional Steelband competitions;
(b) Only Five (5) judges shall actually deliberate at the competition;
(c) The five (5) judges to be seated shall be selected by ballot immediately prior
to the start of each stage of the competition;
(d) The Sixth (6th) judge shall be selected to serve as an alternate and shall take
the place of any of the five (5) seated judges who may be unable to function for
the entire stage of the competition for which they have been selected as judge;
(e) In tallying the points earned by Steelbands during the Semi-Final stage of the
competition, the highest and lowest points awarded to a steelband by the judges
shall be excluded and the score to be awarded shall be the aggregate points of the
other three (3) judges.
(e) The decision of the judges shall be final and binding and the Panorama Management
Committee shall not entertain any protest with regard to judging.
9.3 PROCEDURES FOR THE NATIONAL PRELIMINARIES, SEMI-FINALS AND
FINALS:
9.3.1 Procedures to be observed by steelbands on the day of the competition – All
steelbands competing at the National Preliminaries, Semi-Finals and the National
Finals stages of the competition shall be required to comply with the following
procedures in respect of their conduct on the day of the competition:-
(a) Each steelband is required to present its members and instruments at the competition
venue at least two (2) hours prior to the time stipulated for the commencement of
the competition;
(b) All steelbands shall appear and play in the order in which they drew by ballot;
(c) If any steelband shall fail to appear in the position in which they were due
to appear as selected by ballot, the next steelband in sequence as selected by ballot
shall perform before the judges when instructed to do so by duly authorized personnel;
(d) No steelband shall deliberately impede another steelband from appearing onstage
in the order in which they are to appear as selected by ballot;
(e) Each steelband shall proceed to the judging area when instructed to do so by
an authorized person;

(f) Each steelband shall proceed offstage and away from the judging area when
instructed to do so by an authorized person;
(g) No unauthorized persons shall be permitted in the judging area;
(h) All steelbands shall be easily identifiable and shall have prominently displayed
on its banner the Name of the Steelband, the Name of its Manager, Captain/Leader,
Composer, Arranger, Tuner/s and the Title of the Calypso the steelband is playing
as well as the number of the position in which the steelband is appearing as selected
by ballot;
(i) The members (including players, pushers, officials, etc.) of each steelband
shall be easily identifiable;
(j) Before commencement of performance, each steelband shall be subject to a tally
count by authorised personnel in conjunction with the officials of the competing
steelband to determine whether the steelband is appearing with the maximum registered
number of players as set out in clause 5.2 above.
(k) No member or official or supporter of a steelband shall impede the tally count
of the steelband by the authorized personnel. Any such action will result in penalties
as outlined in clause 13 of these Rules.
(l) Where there is a discrepancy in the results of the tally count made by the duly
authorised personnel in conjunction with the officials of the competing steelband,
the discrepancy shall be referred to a panel of the Panorama Management Committee
of the organization whose decision in this regard shall be final and binding upon
the steelband.
9.3.2 Procedures to be observed by steelbands immediately prior to their performance
– All steelbands competing at the National Preliminaries, Semi-Finals and the National
Finals stages of the competition shall be required to comply with the following
procedures immediately prior to the commencement of their performances before the
judges:-
(a) The steelband next scheduled to perform shall proceed to the “Holding Bay” while
the preceding steelband is performing onstage; the “Holding Bay” shall be a location
immediately adjacent to the precincts of the performing stage.
(b) This steelband shall stop playing before proceeding into the “Holding Bay”;
(c) Immediately prior to the commencement of the performance of a steelband,
the resident disc jockey at the respective venues shall only be allowed to play
the music selected by the steelband for a maximum of eight (8) minutes;
(d) Each steelband shall be expected to be ready to perform its selection of music
at the end of the playing of its tune of choice by the resident disc jockey at the
competing venue;

(e) Each steelband must play in its position irrespective of whether the disc
jockey plays the Calypso that the steelband is about to perform, however the onus
is on all bands to provide their tune for the resident disc jockey.
9.3.3 Procedures to be observed by steelbands during their performance - All steelbands
competing at the National Panorama Finals shall be required to comply with the following
procedures in respect of the commencement and conclusion of their performances before
the judges:-
(a) Each steelband shall commence its performance before the judges upon receiving
an instruction to do so by means of an, Amber Flag, Light or instruction
from stage personnel.
(b) Each Conventional Steelband shall perform for a maximum of eight (8)
minutes before the panel of judges;
(c) Each Single Pan Steelband shall perform for a maximum of six (6)
minutes before the panel of judges;
(d) Upon the conclusion of its performance, each steelband shall immediately proceed
along the route away from the judging area upon being signalled to do so by a Green
Flag, Light or instruction from stage personnel.
9.3.4 Judging Time – Judging time for each Single Pan Steelband and Conventional
Steelband shall begin upon the commencement by the respective steelband of its performance
before the panel of judges.
9.3.5 Responsibility for Conduct of Steelband – The leaders and officials of each
competing steelband shall be held responsible for the behaviour, conduct and general
deportment of its members and followers of the steelband.
10.1 The Preliminary rounds for both the Single Pan and Conventional Steelbands shall be held throughout Trinidad and Tobago as follows:

10.2 The Large Conventional Steelbands shall be subject to a count and receive
adjudicator’s comments while they perform on the above date.
10.3 Conclusion of Conventional and Single Pan Steelband Preliminary Round – At
the conclusion of the Preliminaries, Conventional and Single Pan Steelbands will
be selected to progress to the National Semi-Finals in order of merit in the following
manner:-
(a) Fourteen (14) Medium Conventional bands
(b) Twenty (20) Small Conventional bands
(c) Thirty-two (32) Single Pan bands
The Large Conventional bands will proceed directly to the Semi-Final Round.
11.1 Semi-Final Round for Single Pan and Small shall be held on Saturday January
26th , 2013 at the Queen’s Park Savannah, Port of Spain
from 12.00 noon.
11.2 Semi-Final Round for the Medium and Large Conventional Steelbands respectively
shall be held at the Queen’s Park Savannah, Port of Spain, on Sunday January 27,
2013 from 12.00 noon.
11.3 National Single Pan Finals – At the conclusion of the semi-final round, sixteen
(16) steelbands shall be selected by order of merit to compete in the Single Pan
Finals.
11.4 Small Conventional Band Finals - At the conclusion of the Semi-Final round
– ten (10) steelbands shall be selected by order of merit to compete in the National
Small Conventional Band Finals.
11.5 National Medium Band Finals – At the conclusion of the Semi-Final round, ten
(10) steelbands shall be selected by order of merit to compete in the National Finals.
11.6 National Large Band Finals – At the conclusion of the semi-final round, ten
(10) steelbands shall be selected by order of merit to compete in the National Finals.

12.1 Procedure for Judging the National Single Pan and Conventional Steelbands
– The Final stage of the Single Pan and Conventional Steelband competitions
shall be adjudicated in the manner hereinafter outlined: -
(a) There shall be a total of Six (6) judges for the Final stage of the National
Single Pan and Conventional Steelband competitions;
(b) Only Five (5) judges shall actually deliberate at the competition;
(c) The Five (5) judges to be seated shall be selected by ballot immediately prior
to the start of each stage of the competition;
(d) The Sixth judge shall be appointed to serve as an alternate and shall take the
place of any of the five seated judges who may be unable to function for the entire
stage of the competition for which they have been selected as a judge;
(e) In tallying the points earned by Single Pan and Conventional Steelbands during
the Final stages of the competition, the highest and lowest points awarded by the
sitting judges to a steelband shall be excluded and the score to be awarded shall
be the aggregate points of the other three (3) judges.
(f) The decision of the judges shall be final and binding and the Panorama Management
Committee shall not entertain any protest with regard to judging.
12.2 The Finals for Single Pan and Small Conventional Steelbands – The National
Finals for Single Pan and Small Conventional Steelbands shall be held at Skinner
Park, San Fernando on Thursday, February 7th, 2013 at 6:00
p.m.
12.3 The Finals for Medium and Large Conventional Steelbands – The National Finals
for the Medium and Large Conventional Steelbands shall be held at Queen’s Park Savannah
on Saturday February 9th, 2013 at 7:00 p.m.
12.4 Draw for Playing Positions – All competing bands shall be required to draw
for playing positions in the Preliminaries, Semi-Finals and Finals of the 2013
National Panorama Competition. The Steelbands shall be notified by telephone and/or
written circular of the date and time of each draw for each stage of competition.

13.1 Disciplinary Measures – Failure to comply with any of the provisions of
these Rules without good and sufficient reason satisfactory to Panorama Management
Committee a steelband shall be subject to fine and/or disqualification by the Panorama
Management Committee, after investigations.
13.2 Consequences of Disqualification – Where a steelband is disqualified by virtue
of these Rules, no benefits by way of Appearance Fees, Prize Monies or Assistance
to Steelbands will accrue to that steelband.
14.1 Right to Make Recordings – The organization whether by its agents or consignees,
shall have the right to record on audio, video or other medium the performances
of a performer or a band of performers during any phase of the competition and to
utilize such recording for such purposes as it deems appropriate.
14.2 Consent to Recordings – The subscribing to this document of a signature of
any person duly authorized to act on behalf of a steelband shall be deemed sufficient
consent by that member steelband to the recording of its performance at the competition
by the organization for the purpose stated at 14.1 hereof.
14.3 Share in Revenues – Where the organization proposes to offer the said recordings
or any of them for sale to third parties, the organization shall enter into negotiations
with each performer or steelband whose performance is captured on the particular
recording prior to such sale to determine the quantum of remuneration to be remitted
to them out of the profits realized from the said sale.
15.1 Financial Contributions - In keeping with the resolution to that effect
passed by the members of the organization at its Convention in 1982, each steelband
which participates in the competition shall remit to the organization a financial
contribution in a sum equivalent to ten percent (10%) of the earnings of the steelband
from Prize Monies, Appearance Fees and Assistance Fees received in connection with
the competition.
15.2 Deduction from Gross Earnings – For the purposes of convenience in remitting
payment of the financial contribution mentioned in clause 15.1 hereof, the organization
shall deduct the respective sum from the gross earnings of each steelband prior
to paying over the net earnings to the said steelband.
15.3 Quantum of Prize Monies – The quantum of Prize Monies, Appearance Fees and
Assistance Fees is and shall always be contingent upon the sums received by

the organization from the allocation from the Ministry of The Arts and
Multiculturalism, through the National Carnival Commission.
16.1 Transportation Expenses – During the Preliminary stage of the competition Pan Trinbago will assist competing steelbands in meeting their transportation costs to and from the respective competition venues.
17.1 Interpretation of Rules – These Rules shall be construed in accordance with
the Constitution of the organisation and the laws of the Republic of Trinidad and
Tobago.
17.2 Where Rules are Silent – On any matter in relation to the competition in respect
of which these Rules are silent, the Panorama Management Committee shall have the
power to make decisions thereon and any decision of the Panorama Management Committee
made in those circumstances shall be final and binding on all parties.
