Rules and Regulations
1.
Interpretation
1.1
Definitions and
Interpretations
- In this document,
unless the context
otherwise specifies or
requires:
a) "authorized
person" means
any member of the Events
Committee, Central
Executive or any person
so designated. Such
person shall be clearly
identified by displaying
his or her
identification card or
badge;
b) "competition"
means the Panorama
competition at any of
its respective stages
and culminating in the
National Finals for the
respective steelbands;
c) "Conventional
Steelband"
means a steelband in
which all players can
play single or multiple
instruments.
d) "Single
Pan Steelband"
means where every member
of the band plays one
Steelpan;
e) "Events
Committee"
means the Committee
established by the
Central Executive
Committee of the
organization to manage
the competition;
f) "organization"
means Pan Trinbago Inc.
(1986);
g) "Panorama"
means the annual
steelband competition
organized by Pan
Trinbago Inc. (1986)
which commences in the
weeks prior to Carnival
and culminates in all
the Panorama Finals.
h) "panyard"
means the abode of the
steelband. The venue for
the storage of the
steelpan instruments,
rehearsals and other
related social
activities of the
steelband members;
i) "Rules"
means the Rules and
Regulations governing
the conduct of the
competition as
originally drafted or as
amended from time to
time.
j) "Stage
Side Players"
means a core group of
players in a band
performs throughout the
year.
k) "steelband"
means an ensemble of
pannists playing
instruments of the steel
pan family and supported
by a rhythm section.
2. Management
2.1 Events
Committee -
Panorama 2009 shall be
managed by an Events
Committee selected by
the Central Executive in
accordance with the
Constitution of the
organization;
2.2 Powers to
Co-opt Persons
- The Events Committee
shall have power to
co-opt members to
perform any of the
duties and
responsibilities imposed
upon the Events
Committee in these
Rules;
2.3 Duties of
the Events Committee -
The duties of
the Events Committee
shall be as follows:-
(a)
to organize the various
stages of the
competition;
(b)
to submit to the Central
Executive Committee
rules and regulations
and any amendments
thereto which may govern
the competition for
ratification by the
Central Executive
Committee;
(c)
to apply and administer
rules and regulations
governing the
competition as ratified
by the Central Executive
Committee and;
(d)
to submit a report in
writing on the
competition to the
Central Executive
Committee within
twenty one (21) days of
the completion of the
competition.
3. Registration
3.1
Requirement for
Registration of
steelbands -
Each participating band
shall be required to
register with Pan
Trinbago by July
11, 2008.
3.2
Requirement for
Registration of players
- Each
participating band shall
be required to register
with Pan Trinbago the
names of all their
members who would be
performing in the
competition.
3.3 Deadline
Date for Submission of
List of Players -
The deadline
for submission of list
of players in the Single
Pan and Conventional
Steelbands shall be
on the night of
the Preliminaries.
3.4
(i) Registration
Fee - The
registration fee shall
be the sum of twenty
dollars
($20.00) per
local player.
(ii) Visitors
to Trinidad and Tobago
who are performing at
the Panorama with
a steelband, shall
pay a due of one
hundred United States
dollars ($100.00 US).
3.5
Entitlement of
Registration -
Only registered players
shall be allowed to
participate in the
competition.
3.6 Exemption
from Registration Fee -
Stage Side
Players who have paid
their membership dues
with the organization
shall be exempt from
payment of the
registration fee.
3.7
Limitation on Number of
Registrants:
(a)
A player can only be
officially registered
with one (1) steelband.
(b)
Pan Trinbago shall not
entertain the changing
of names after the
submission of the
preliminary listing, and
final verification at
the end of the
preliminary performance.
3.8 Failure
to Register -
Any steelband that fails
or refuses to adhere to
the foregoing rules with
respect to Registration
shall be disqualified
from the competition and
shall incur the
penalties outlined in
clause 12
of these Rules.
4. Qualification
for Participation in
Competition
4.1
Qualification for
participation -
Participation in the
competition shall be
open only to those
steelbands which fulfil
the following criteria:
-
(a)
The band must be a fully
paid up member of Pan
Trinbago;
(b)
The band must be a
registered member of Pan
Trinbago of at
least two (2) years'
standing prior to 2009;
(c)
The band must establish
to the satisfaction of
the Regional Executive
that it is ready for the
competition.
4.2 Proof of
Readiness - To
prove readiness for the
competition, a band
shall be required to
establish that as at the
deadline date stipulated
herein for registration,
the steelband has
sufficient instruments
and members to qualify
for the category in
which it intends to
compete as outlined
hereunder. Failure to
compete in the
preliminary stage of the
competition will render
the band in
contravention of these
rules and obligated to
return any funds
forwarded for assistance
in preparation for the
competition to Pan
Trinbago before
January 31, 2009.
4.3 Large
Conventional Steelbands
- No large
conventional steelband
shall be permitted to
participate in the
competition with more
than 100
players.
4.4 Medium
Conventional Steelbands
- No medium
conventional steelband
shall be permitted to
participate in the
competition with more
than 70
players.
4.5 Small
Conventional Steelbands
- No small
conventional steelband
shall be permitted to
participate in the
competition with more
than 50
players.
4.6 Single
Pan Steelbands -
No single pan
steelband shall be
permitted to participate
in the competition with
more than 35
players.
5. Music
Selection
5.1 Music
Selection - For
the purposes of the
competition, each
participating steelband
may select and perform
any calypso (whether
from the current year or
any previous year), as
long as the same
selection has not been
played by said band in a
Panorama competition.
5.2
Composition of Selected
Music - There
shall be no restriction
as to the nationality or
profession of the
composer of the Calypso
selected to be rendered
by a steelband during
the competition.
5.3 Failure
to Comply with Music
Selection - Any
steelband which selects
a musical piece for the
competition that fails
to comply with clause
5.1 hereof shall be
disqualified from the
competition.
6. Judging
Criteria
6.1 Maximum
Points for Adjudication
- During each
stage of the
competition, every
steelband shall be
marked on the basis of a
maximum
of 100 points.
6.2
Adjudication Criteria -
Each steelband
shall be awarded points
for the following
categories:-
(a)
Arrangement - a
maximum of 40
points shall be
awarded under this
category
(b) General
Performance - a
maximum of 40
points shall be
awarded under this
category
(c) Tone
- a maximum of
10 points shall
be awarded under this
category
(d) Rhythm
- a maximum of
10 points shall
be awarded under this
category.
7. Preliminary
Rounds
7.1
The Preliminary rounds
for both the Single Pan
and Conventional
Steelbands shall be held
at their regional
panyards throughout
Trinidad and Tobago as
follows:

7.2
The Large Conventional
Steelbands shall be
subject to count only
while they perform on
Tuesday, January
27, 2009 from
7.00 p.m
7.3
Procedures for Judging
Preliminary Rounds -
The process of
adjudication of the
Preliminary stage of the
competition shall be as
follows: -
(a) There shall be
three (3) panels of
Three (3) adjudicators
and an alternate to
judge the Preliminary
round of the National
Panorama Competition in
the Conventional
categories.
(b) The Regions shall
select a panel of three
(3) adjudicators and an
alternate to judge the
Preliminary round of the
National Panorama
Competition of the
Single Pan category.
(c) The Three (3)
judges to be seated
shall be selected by
ballot immediately prior
to the start of the
Preliminary stage of the
competition.
(d) The Fourth (4th)
judge shall be appointed
to serve as an alternate
and shall take the place
of any of the three (3)
seated judges who may be
unable to function for
the entire stage of the
competition for which
they have been selected
as a judge.
(e) In tallying the
points earned by
steelbands during the
Preliminary stage of the
competition, the score
to be awarded shall be
the aggregate points of
the three (3) judges.
(f) The decision of
the judges shall be
final and binding and
the organisation shall
not entertain any
protest with regard to
judging.
7.4
Conclusion of Single Pan
Preliminary Round -
At the
conclusion of the
preliminaries, single
pan steelbands will be
selected to progress to
the National Single Pan
Semi-Final in the
following manner:-
(a) Fourteen
(14) bands from the
Northern Region
(b) Eleven
(11) bands from the
Eastern Region
(c) Four (4)
bands from the
South/Central Region
(d) Three (3)
bands from the Tobago
Region
7.5
Conclusion of
Conventional Steelband
Preliminary Round -
At the
conclusion of the
Preliminaries,
Conventional Steelbands
will be selected to
progress to the National
Semi-Finals for
Conventional Steelbands
in order of merit in the
following manner:-
(a) Fourteen
(14) Medium Conventional
bands
(b) Fourteen
(14) Small Conventional
bands
8. National
Semi-Finals
8.1
Semi-Final Round for
Single Pan Steelbands -
The National
Semi-Finals for Single
Pan Steelbands shall be
regionalised as follows:
(a) Friday
February 6 -
South/Central Region
(b) Saturday
February 7 - Tobago
Region
(c) Monday
February 9 - North/East
8.2
Conclusion of Single Pan
Steelband Semi-Final
Round - At the
conclusion of the
semi-final round,
Sixteen (16) steelbands
shall be selected by
order of merit to
compete in the Single
Pan Finals.
8.3
Semi-Final Round for
Conventional Steelbands
- The National
Semi-Finals for the
Small, Medium and Large
Conventional Steelbands
respectively shall be
held at venues in their
respective regions.
The Conventional
Steelbands which have
been selected by order
of merit in their
respective categories
shall compete for
selection into the
Finals of the National
Panorama 2009.
The three (3) panels
of adjudicators shall go
to the venues which
shall be recommended by
the Regional Chapters of
Pan Trinbago and shall
judge these Regional
Conventional Steelbands.
8.4
Conclusion of
Conventional Steelband
Semi-Final Round -
At the
conclusion of the
semi-final round, Eight
(8) steelbands, each in
the Large, Medium and
Small categories, shall
be selected by order of
merit to compete in the
National Finals.
8.5
Procedures for Judging
the National Semi-Finals
rounds - The
Semi-Final stages of the
Single Pan and
Conventional Steelband
competitions shall be
adjudicated in the
manner hereinafter
outlined: -
(a) There shall be a
total of Five (5) judges
and an alternate judge
for the Semi-Final stage
of the Single Pan and
Conventional Steelband
competitions;
(b) Only Five (5)
judges shall actually
deliberate at the
competition;
(c) The five (5)
judges to be seated
shall be selected by
ballot immediately prior
to the start of each
stage of the
competition;
(d) The Sixth (6th)
judge shall be appointed
to serve as an alternate
and shall take the place
of any of the five (5)
seated judges who may be
unable to function for
the entire stage of the
competition for which
they have been selected
as a judge;
(e) In tallying the
points earned by a
Steelband during the
Semi-Final stage of the
competition, the score
to be awarded shall be
the aggregate points of
the Five (5) judges;
(f) The decision of
the judges shall be
final and binding and
the Events Committee
shall not entertain any
protest with regard to
judging.
9. National
Finals
9.1 Procedure
for Judging the National
Single Pan and
Conventional Steelbands
- The Final
stage of the Single Pan
and Conventional
Steelband competitions
shall be adjudicated in
the manner hereinafter
outlined: -
(a) There shall be a
total of Six (6) judges
for the Final stage of
the National Single Pan
and Conventional
Steelband competitions;
(b) Only Five (5)
judges shall actually
deliberate at the
competition;
(c) The Five (5)
judges to be seated
shall be selected by
ballot immediately prior
to the start of each
stage of the
competition;
(d) The Sixth judge
shall be appointed to
serve as an alternate
and shall take the place
of any of the five
seated judges who may be
unable to function for
the entire stage of the
competition for which
they have been selected
as a judge;
(e) In tallying the
points earned by a
Single Pan and
Conventional Steelband
during the Final stages
of the competition, the
score to be awarded
shall be the aggregate
points of the Five (5)
judges;
(f) The decision of
the judges shall be
final and binding and
the organisation shall
not entertain any
protest with regard to
judging.
9.2 The
Finals for Single Pan
Steelbands -
The National Finals for
Single Pan Steelbands
shall be held at South
Quay on Friday,
February 20, 2009
at 7:00 p.m.
9.3 The
Finals for Small and
Medium Conventional
Steelbands -
The National Finals for
the Small and Medium
Conventional Steelbands
shall be held at the
Queen's Park Savannah on
Wednesday
February 18, 2009
at 7:00 p.m.
9.4 The
Finals for Large
Conventional Steelbands
- The National
Finals for the Large
Conventional Steelbands
shall be held at Queen's
Park Savannah on
Saturday February 21st,
2009 at 8:00
p.m.
9.5 Draw for
Playing Positions -
All competing
bands shall be required
to draw for playing
positions in the
Preliminaries,
Semi-Finals and Finals
of the 2009 National
Panorama Competition.
10. Procedures
for National
Preliminaries,
Semi-Finals and Finals
10.1
Procedures to be
observed by steelbands
on the day of the
competition -
All steelbands competing
at the National
Preliminaries,
Semi-Finals and the
National
Finals stages of the
competition shall be
required to comply with
the following
procedures in respect
of their conduct on the
day of the competition:-
(a)
Each steelband is
required to present its
members and instruments
at the competition venue
at least 60 minutes
prior to the time
stipulated for the
commencement of the
competition;
(b)
All steelbands shall
appear and play in the
order in which they drew
by ballot;
(c)
If any steelband shall
fail to appear in the
position in which they
were due to appear as
selected by ballot, the
next steelband in
sequence as selected by
ballot shall perform
before the judges when
instructed to do so by a
duly authorized
personnel;
(d)
No steelband shall
deliberately impede
another steelband from
appearing onstage in the
order in which they are
to appear as selected by
ballot;
(e)
Each steelband shall
proceed to the judging
area when instructed to
do so by an authorized
person;
(f)
Each steelband shall
proceed offstage and
away from the judging
area when instructed to
do so by an authorized
person;
(g)
No unauthorized persons
shall be permitted in
the judging area;
(h)
All steelbands shall be
easily identifiable and
shall have prominently
displayed on its banner
the Name of the
Steelband, the Name of
its Manager,
Captain/Leader,
Composer, Arranger
and the Title of
the Calypso the
steelband is playing as
well as the
number of the
position in which the
steelband is appearing
as selected by ballot;
(i)
The members (including
players, pushers,
officials, etc.) of each
steelband shall be
easily identifiable;
(j)
Before proceeding on
stage to commence its
performance, each
steelband shall be
subject to a tally by
authorised personnel as
well as by the officials
of the respective
steelband to determine
whether the steelband is
appearing with the
registered number of
players;
(k)
No member or official or
supporter of a steelband
shall impede the tally
of the steelband by the
authorized personnel.
Any such action will
result in penalties as
outlined in clause
11 of
these Rules.
(l)
Where there is a
discrepancy in the
results of the tally
made by the duly
authorised personnel and
the officials of the
steelband respectively,
the matter shall be
referred to the Events
Committee of the
organization whose
decision in this regard
shall be final and
binding upon the
steelband.
10.2
Procedures to be
observed by steelbands
immediately prior to
their performance -
All steelbands
competing at the
National Preliminaries,
Semi-Finals and the
National Finals stages
of the competition shall
be required to comply
with the following
procedures immediately
prior to the
commencement of their
performances before the
judges:-
(a) The steelband
next scheduled to
perform shall proceed to
the "Holding Bay"
while the preceding
steelband is performing
onstage;
(b) This steelband
shall stop playing upon
arriving at the "Holding
Bay";
(c) Prior to the
commencement of the
performance of a
steelband, the resident
disc jockey at the
respective venues shall
only be allowed to play
the music selected by
the steelband for a
maximum of eight (8)
minutes;
(d) Each steelband
shall be expected to be
ready to perform its
selection of music at
the end of the eight (8)
minute period given for
the playing of its tune
by the resident disc
jockey at the respective
venue and;
(e) Each steelband
must play in its
position irrespective of
whether the disc jockey
plays the Calypso that
the steelband is about
to perform.
10.3
Procedures to be
observed by steelbands
during their performance
- All
steelbands competing at
the National Panorama
Finals shall be required
to comply
with the following
procedures in respect of
the commencement and
conclusion of
their performances
before the judges:-
(a) Each steelband
shall commence its
performance before the
judges upon receiving an
indication to do so by
means of an Amber Light
or an Amber Flag;
(b) Each Conventional
Steelband shall perform
for a maximum of eight
(8) minutes before the
panel of judges;
(c) Each Single Pan
Steelband shall perform
for a maximum of six (6)
minutes before the panel
of judges;
(d) Upon the
conclusion of its
performance, each
steelband shall
immediately proceed
along the route away
from the judging area
upon being signalled to
do so.
10.4 Judging
Time - Judging
time for each Single Pan
Steelband and
Conventional Steelband
shall begin upon the
commencement by the
respective steelband of
its performance before
the panel of judges.
10.5
Responsibility for
Conduct of Steelband -
The leaders and
officials of each
competing steelband
shall be held
responsible for the
behaviour, conduct and
general deportment of
the members and
followers of the
steelband.
11. Disciplinary
Matters
11.1
Disciplinary Measures -
Failure to
comply with any of the
provisions of these
Rules without good and
sufficient reason
satisfactory to Pan
Trinbago a steelband
shall be fined and/or
disqualified subject to
the findings of Pan
Trinbago, after
investigations.
11.2
Consequences of
Disqualification -
Where a
steelband is
disqualified by virtue
of these Rules, no
benefits by way of
Appearance Fees, Prize
Monies or Assistance to
Steelbands will accrue
to that steelband.
12. Recordings
12.1 Right to
Make Recordings -
The
organization whether by
their agents or
consignees, shall have
the right to record on
audio, video or other
medium the performances
of a performer or a band
of performers during any
phase of the competition
and to utilize such
recording for such
purposes as it deems
appropriate.
12.2 Consent
to Recordings -
The subscribing to this
document of a signature
of any person duly
authorized to act on
behalf of a steelband
shall be deemed
sufficient consent by
that member steelband to
the recording of its
performance at the
competition by the
organization for the
purpose stated at
12.1
hereof.
12.3 Share in
Revenues -
Where the organization
proposes to offer the
said recordings or any
of them for sale to
third parties, the
organization shall enter
into negotiations with
each performer or
steelband whose
performance is captured
on the particular
recording prior to such
sale to determine the
quantum of remuneration
to be remitted to him or
them out of the profits
realized from the said
sale.
13. Financial
Contributions
13.1
Financial Contributions
- In keeping
with the resolution to
that effect passed by
the members of the
organization at its
Convention in 1982, each
steelband which
participates in the
competition shall remit
to the organization a
financial contribution
in a sum equivalent to
ten percent (10%) of the
earnings of the
steelband from Prize
Monies, Appearance Fees
and Assistance Fees
received in connection
with the competition.
13.2
Deduction from Gross
Earnings - For
the purposes of
convenience in remitting
payment of the financial
contribution mentioned
in clause 13.1
hereof, the
organization shall
deduct the respective
sum from the gross
earnings of each
steelband prior to
paying over the net
earnings to the said
steelband.
13.3 Quantum
of Prize Monies -
The quantum of
Prize Monies, Appearance
Fees and Assistance Fees
is and shall always be
contingent upon the sums
received by the
organization from the
allocation from the
Ministry of Community
Development, Culture and
Gender Affairs, through
the National Carnival
Commission.
14.
Transportation Expenses
14.1
Transportation Expenses
- The
Organisation/Events
Committee shall not be
responsible for meeting
the transportation
expenses of the
steelbands which
participate in the
competition.
15 Arrangers
15.1
Arrangers -
Arrangers shall be
allowed to arrange for
one (1) Single Pan, one
(1) Small, one (1)
Medium and one (l) Large
Conventional Steelband.
16.
Interpretation of Rules
16.1
Interpretation of Rules
- These Rules
shall be construed in
accordance with the laws
of the Republic of
Trinidad and Tobago.
16.2 Where
Rules are Silent -
On any matter
in relation to the
competition in respect
of which these Rules are
silent, the organization
shall have the power to
make decisions thereon
and any decision of the
organization made in
those circumstances
shall be final and
binding on all parties.
16.3
In the event that there
is any claim dispute or
other matter in question
arising out of or
relating to these Rules
and Regulations, the
enforcement of any
provision herein or the
breach of any provision
hereof, the same shall
be submitted for
arbitration to an
Attorney-at-Law of not
less than ten (10) years
standing qualified to
practise law in the
Republic of Trinidad and
Tobago agreed by both
parties.
16.4
Arbitration under these
Rules and Regulations
shall be subject to the
provisions of the
Arbitration Act Chapter
5:01
16.5
This recourse to
arbitration shall
precede any move by
either party to
institute legal
proceedings in respect
of any such claim or
dispute".
